TIP OF THE ICEBERG - On May 24, 2012 Haydee V. Illenberger, 94 years old and a diabetic with a congenital heart condition was admitted at the Medical Center of Paranaque, Sucat for pneumonia on both lower lobes of her lungs. She was discharged on June 02, 2012. Her condition was diagnosed by her attending physician as Pneumonia 1 (moderate case) and placed under the Phil.Health's Case Rate Package.

The following was culled from General Rules for patients not covered by NBB policy in Administrative Order No. 011-A-2011 that took effect Sept. 01, 2011:" As provided by the IRR of 7875 as amended by 9241 and the Warranties of Accreditation both for facilities and professional, automatic deduction of Phil. Health benefits shall be provided to Phil. Health patients upon discharge." A0 011-A--2011 provides that Mrs. Haydee V. Illenberger was entitled to an automatic discount of 15,000.00 but all she got from the hospital was 10,500.00

THERE MUST BE AN EXPLANATION FOR THIS. Phil. Health told me that a check of 15,000.00 (Land Bank 0001576656)had been issued to MCP on July 6, 2012 as refund for what was supposedly given to Mrs. Haydee Illenberger. ?!

Getting legislators to pass laws is only half the battle, getting them implemented is THE OTHER MOST IMPORTANT HALF. Do we have sentinel agencies where the elderly and their families can run to for help when challenged by institutions who wriggle their way out of our laws? Pray tell me. I cannot imagine the thousands of senior citizens suffering in silence not knowing where to go and what to do.
